Rule 63 characters fall under our guidelines for AU characters. We definitely allow genderbent characters, but they are subject to the same standards and expectations any other AU/OC character would be: namely, that they have to be a fully realized, 3D character, and not just a carbon copy of a canon character. For instance, our Steph Rogers isn't identical to our Steve: she entered the war efforts by pursuing nursing, as that's what women of her time were encouraged to do, among other slight changes that make her a character independent of Steve.
We are open to any and all Rule 63 characters, so long as they aren't identical to their canon counterparts or give the impression that they're only being used to get around the rule that there can only be one of any character in the game at any given time. Because of the nature of genderbent AUs and how their personalities and relationships might be different within their working universe, we don't allow assumed CR with non-63 canon mates (for example, our Steph doesn't know Steve's version of Natasha; she has her own Nikolai that fits in her universe). If, however, all players in a canon are open to crossing universes and jumping in with established relationships, that's A-OK! Basically, communication is key.
