After discussing it a bit, we've decided as a general rule of thumb that in order to qualify for application a character's canon should be at least three months old (starting from the premier date; so if Koda's canon premiered February 1st, he'd be eligible for application beginning May 1st). The reasons are two-fold: first, to give canons that span large arcs — such as American television series which usually have 26 episodes per season — time to give us decent character and plot development to work with; second, so countries with late release dates will have a fair shot at the same characters (ie: Captain America: The Winter Soldier was released March 26th in the UK, but not until April 4th in the US, which would give players in the country with the late release less time to put an app together), and allow enough time to avoid spoilers for the canon.
Regarding Koda's zord, he would fall under our guidelines for pets. If he's no larger than a St. Bernard, he'd be allowed on all passenger decks; large animals such as horses can be kept in cargo bays that have been converted for their use, like a makeshift stable. If Stegochi is bigger than that, he could be sized down by Q's magic to fit these guidelines, if you wanted him to.
