Once a new character clears quarantine, they're allowed in all civilian areas of the ship and are privy to public-access information about the ship (that is to say, general directions, what's on each deck, how to operate the computers, and so on). The crew are, generally speaking, helpful, and will walk him through operating a replicator if he needs the assistance.
